The processes of orderly collective bargaining, even when they bring results, tend to be also so complex and bureaucratic that they produce disaffection. Rank and file workers do not recognize themselves in such a bureaucratic process and they tend to drift away, which means that the more trade unions and working-class parties accept regular procedures, the weaker they become in their capacity to mobilize their followers and to put real pressure on the system….”
